Terms and definitions
Persons whose mobility when using transport is reduced due to any physical (sensory or locomotor, permanent or temporary) disability, intellectual disability, or impairment on account of any other cause of disability or age, shall receive the support appropriate to their condition and the services provided for all passengers shall be adapted to their particular needs.
Restricted number of PRMs carried for safety reasons
To ensure the safety of passengers with reduced mobility, as well as of all other passengers, airberlin may limit the number of persons with reduced mobility carried on each flight (article 4 paragraph 1 directive (EC) 1107/2006). The key factor with regard to such restriction is in particular whether all passengers could evacuate the aircraft quickly enough in the event of an emergency landing. The degree of reduced mobility, the aircraft used and the presence or absence of an able-bodied accompanying person on the flight are taken into account. The final decision concerning carriage rests with the pilot in command.
An accompanying person must not have reduced mobility. That person must be at least 16 years old, must not accompany any other passengers requiring assistance, e.g. an infant, and must travel in a seat next to the passenger with reduced mobility. This seat must not be next to an exit. It is advisable for each WCHS category passenger to be accompanied by an able-bodied person. For category WCHC/STCR passengers the recommendation is for two able-bodied accompanying persons. It is recommended that there should be one able-bodied accompanying person for two passengers in the BLND category.
Seat allocation to passengers with reduced mobility
When allocating seats to persons with reduced mobility, airberlin will take into consideration that the cabin crew will need to carry out their duties unhindered, and that access to emergency equipment and evacuation of the aircraft in an emergency is not impeded. In particular, passengers with reduced mobility must not be carried in a row next to an emergency exit (JAR-OPS 1.260). This applies equally to accompanied and unaccompanied passengers with reduced mobility.
Special regulations for visually impaired passengers
Blind passengers may be carried accompanied by a guide dog. The guide dog may be carried in the cabin. In such a case the passenger with the guide dog is always to be seated in the first row. A maximum of two guide dogs may be carried on any one flight.
Information in the event of refusal of carriage
If it should not be possible for safety reasons to carry a person with reduced mobility, airberlin shall inform the person concerned of the reasons for refusal of carriage.
